Origin
Reckong Peo is the district headquarter of Kinnaur district of Himahcal Pradesh. The district was formed on Ist May 1960. Earlier Kalpa was the district headquarter but later it was changed to Reckong Peo. Reckong Peo has been named after a group of people who used to own this place in ancient times. Not much is known about the history of the region due to lack of authentic records. The area was part of erstwhile Bushahr state which had its headquarters at Rampur. Before the formation of an independent district it was known as Chini tehsil of former Mahasu district.
The library was established in the year 1960 at Kalpa. It was shifted to the present location in Reckong Peo when the district headquarters were shifted here in 1994.
Building
The library has been allocated space in the Panchayat Bhawan rent free by the local administration. The library has a hall that acts as stack room-cum-reading room, a seprate room for RRRLF collection and an office.
Location
Reckong Peo is located at an average altitude of 2290 meters above sea level. Its about 260 kms from state capital Shimla and about 580 kms from national capital New Delhi.
The library is located near the New Bus Stand of the city and is opposite the Post Office.

The library has a rich collection of more than 36,000+ books in English, Hindi and Sanskrit languages.
The library subscribes 4 newspapers in 2 languages i.e. English adn Hindi and around 7 magazines.

Membership
The library has 1674+ registered members till date and of these 58+ are active.
The library offers membership for a period of 3 years and is renewable thereafter. There is no membership fee, but a refundable security needs to be paid at the time of Ist registration. This secutiry is carried forward during periodical renewals.

- Children (14 years or below) Rs 50
Automation
The library makes use of 3 pcs with internet for office work but the automation process is yet to start. Besides the library also has photocopy facility.
Working Hours
Apart from the gazetted holidays the library remains closed on every Tuesday and last Saturday of the month. The library timings vary according to the season.
- Summer (Ist April to 30th September) 11:00 am to 6:00 pm
- Winter (Ist October to 31st March) 10:00 am to 5:00 pm
